Buying Property as a Foreigner in Cyprus: What You Need to Know

Cyprus attracts buyers from all over the world, drawn by its climate, lifestyle and EU membership. Many overseas Cypriots are also looking to buy a home on the island, whether to return, invest or keep a connection with their roots.

A common question is how buying property as a foreigner works, and whether the rules are different depending on your nationality. The process is straightforward when you're well informed and properly advised. Here's an overview. EU Citizens and Overseas Cypriots

If you hold Cypriot citizenship, you buy property as a Cypriot, wherever you live. Overseas Cypriots with Cypriot citizenship can register a property in their name without any special permission.

Citizens of other EU countries enjoy the same rights. They can buy property in Cyprus freely, without needing a permit.

Note that it's citizenship that matters, not origin. An overseas Cypriot who holds only a non-EU passport, for example Australian or American, is treated as a non-EU buyer. It's worth checking whether you are entitled to Cypriot citizenship, as this can simplify the purchase.

Rules for Non-EU Buyers

Buyers from outside the EU need a permit to acquire immovable property in Cyprus. The permit is formally granted by the Council of Ministers, but in practice the application is submitted through the District Administration where the property is located.

In most cases, applications are approved. There are, however, limits on what non-EU buyers can acquire, generally a home or a building plot for a home, with some flexibility for a second unit under certain conditions. The rules are currently under review, and stricter requirements have been discussed, so always check the latest position with your lawyer before committing. Transferring Funds and Residency Options

All buyers must be able to show where their money comes from. Under anti-money laundering rules, banks, lawyers and estate agents are required to verify the source of funds, so keep clear records of your transfers.

For non-EU buyers, property can also open the door to residency. Cyprus offers a permanent residence permit to non-EU nationals who invest at least €300,000 in new residential property, provided they meet the other conditions of the programme, including income requirements. A specialised lawyer can advise on whether you qualify.

Legal Representation Is Essential

Whatever your nationality, always work with an experienced, independent lawyer. Your lawyer will check the property, draft or review the contract, deposit it at the Land Registry and handle any permit applications.
